Adecco is currently recruiting for a Bilingual HR Officer for a 3-year contract within the Federal Government. The Bilingual HR Officer must be eligible for the security clearance at the reliability level.

The Bilingual HR Officer will be responsible for:

Job Description Writing
- Reviewing current work descriptions and making revisions, recommending appropriate changes;
- Developing new work descriptions using the client organization¿s job description template;
- Gathering information concerning duties, organizational relationships, knowledge requirements, problem solving requirements, accountabilities and working environment.
- When required, completing a site visit to the work environment of certain jobs.
- Reviewing related documentation such as the current job description and organization chart and provide options.
- Obtaining feedback on first drafts from clients and preparing second drafts to reflect this feedback.
- Reviewing and updating work descriptions while delineating responsibilities within streams of work and from other roles within the same group/function and organizational structure.

Organizational Design
- Analyzing current and end state, developing options and recommending new organizational structures (could include costing);
- Reviewing existing work processes and organizational structures to determine their efficiency and effectiveness, and making recommendations;
- Performing job, activities and responsibilities analysis;
- Reviewing, evaluating current work descriptions and recommending appropriate changes;
- Developing and updating generic and specific work descriptions, and delineating responsibilities within streams of work;
- Researching and preparing relativity;
- Developing and/or providing advice on classification structures, functions, and workflow;
- Conducting relativity studies by contacting other similar organizations to identify how and why they obtained their respective structures; and
- Identifying organization areas for re-design; prototyping potential solutions, providing trade off information, options, and a recommended course of action with rationale.

The Bilingual HR Officer must meet the following mandatory requirements:
- Minimum of five years of experience in a Job Description writing role, performing similar tasks, in a Public Sector Environment
- Minimum of five years of experience with Organizational Design, performing similar tasks
- Bilingual - French and English
