In this role you will be responsible for leading and managing the design, development and implementation of systems and procedures for large-scale assessment projects on student performance and related data capture, validation, quality assurance, maintenance, processing, analysis, and reporting. Excellent interpersonal skills are required to deal with internal and external colleagues. Extensive knowledge of data usage to interpret and analyze data for quality control purposes.  Strong knowledge of large-scale assessments, SQL, MS Office, and Power BI are all assets.   • Responsibilities:
    Project Leadership, Project Management and Technical Expertise:

  • Plans, coordinates, and provides technical leadership for the design/development of procedures for large scale assessment projects on student performance and related data capture, validation, quality assurance, maintenance, processing, analysis, and reporting.
  • Leads/participates in the recruitment and selection of external contractors for the conduct of data related aspects of assessment projects. Develops specifications for requests for proposals; leads/participates in evaluation teams; and recommends awarding of contracts to successful bidders.
  • Provides technical leadership, direction and guidance on data collection, processing, quality assurance, analysis, reporting and interpretation.
  • Monitors contractors’ performance provides feedback and prepares evaluations. Provides/ensures quality control by monitoring contractor deliverables, conducting site visits and ensuring adherence to timelines.
  • Leads/manages the administration of systems and methodologies for the completion and review of statistical data resulting from assessment projects/activities. Monitors, reviews, and ensures the accuracy of school and board information. Develops and organizes data collection, maintenance and update of systems and processes to ensure the establishment of accurate and thorough data fields and to provide an effective information base for statistical analysis. Maintains/ensures security and confidentiality of project data.
  • Coordinates quality assurance activities relating to data and reporting for large scale assessment projects
  • Assessment Processes, Procedures and Analysis:

  • Provides technical input to the development, improvement and implementation of assessment questionnaires and other data collection tools and leads the design of forms for data capture.
  • Identifies and recommends improvements to assessment instruments, quality assurance processes, questionnaires, distribution and receipt procedures, data capture tools, data analysis processes, and reporting products.
  • Designs procedures, information and advisory documents, data collection instruments, manuals and instructions, for use by clients (e.g. schools, school boards).
  • Provides leadership for the processing, statistical analysis and reporting of assessment data. Examines data and determines completeness, statistical accuracy, reliability, reasonableness and validity; and identifies and resolves issues. Examines reporting tools and vendor systems for accuracy of data and quality of reporting.
  • Stakeholder Relations, Advice and Support:

  • Provides outreach and manages client relations with schools and school boards. Provides technical advice, training and support related to data requirements, privacy rules, data entry, collection, analysis, and reporting, and project procedures. Identifies, investigates and responds to issues, and solves problems.
  • Coordinates/prepares statistical summaries and reports based on assessment project results for input to briefing documents and public reports.
  • Reviews and analyzes assessment project data and responds to requests for information and trends by senior management and external clients and partners.
  • Leads/participates on committees dealing with educational assessment, data analysis/reporting, statistical, and technology related issues.
  • Recommends related policies, operational procedures, and priorities.
  • Requirements and Qualifications:

  • Must be legally eligible to work, and reside in Canada
  • Large scale assessment theory, principles, processes and logistics to design, plan and administer project plans and procedures for educational assessment projects.
  • EQAO mandate, policies, and programs to lead the administration of data analysis systems; coordinate data collection and analysis projects and provide technical advisory services to stakeholders.
  • School and Board structures and processes to develop data collection, analysis, and reporting procedures suitable to their operations.
  • Quantitative analysis principles and methodologies, data collection and statistical analysis theories and principles, census/sampling techniques, and instrument design and development to collect and analyze educational quality assessment and evaluation information; determine statistical accuracy, reliability, and validity of assessment, and ensure completeness, accuracy and reasonableness of assessment data and reporting.
  • Project management principles and methods to develop project plans and cost estimates, and coordinate projects and project staff/contractors.
  • Vendor/contractor management skills to prepare RFP's, assess proposals, award contracts, and manage outsourced projects.
  • Communications skills to provide oral/written reports of findings, conclusions, and recommendations to senior management.
  • Computer technology including specialized analysis software to utilize software applications as well as specialized/customized data bases, data statistical capture and analysis systems.
  • Quality assurance principles, practices, tools, and structured methodologies.
  • Supporting user acceptance testing and participating in UAT activities.
