Adecco is currently recruiting for a Bilingual Contracting Manager for a permanent opportunity with our Crown Corporation Client in Ottawa, ON. The successful candidates must hold or be eligible for  a valid Reliability Security Clearance.
The Contracting Manager will have the following responsibilities:
• Determine the optimal method of achieving user requirements and Corporate Objectives.
• Prepare procurement documentation, including Executive Summaries/Sourcing Strategies for approval by Senior Management and the Board of Directors.
• Support client groups in developing and refining their requirements and lead the market and industry analysis to establish the context for procurements and to help shape the sourcing strategy.
• Implement procurement strategies to facilitate large, one-time acquisitions.
• Establish procurement plans and evaluation criteria, and ensure evaluation criteria are within RFX evaluation procedures and best practices.
• Plan, develop, prepare and manage the RFX documents.
• Provide oversight and guidance to ensure that the contracting documents fully define all conditions.
• Manage the execution of purchase agreements, including the administration of contract terms and conditions.
• Manage the activities of procurement team, provide leadership, etc...
The Contracting Manager will have to meet the following requirements:
• University degree in a relevant discipline such as: Commerce, Finance, purchasing or Engineering.
• Be fluently bilingual in both French and English.
• Have a minimum of five years of experience working in a Procurement department with the following: experience in the issuance and evaluation of RFX’s, ITT’s.
• Have combined with a minimum of 5 years of procurement experience and a minimum of 2 years’ experience in a management or supervisory role, and/or leading a team on a high value, complex procurement.
• Have Supply Chain Management Association (SCMA) of Canada, SCMP / CSCMP designation or working towards this designation would be an asset.
• Knowledge of procurement best practices, policies and procedures
• Proficient computer skills; Microsoft Office suit and other relevant programs
• Strong Business acumen
• Excellent Communicator: experience developing presentations and/ or facilitating discussion with senior management
• Adept at issue analysis and strategy development
• Strong Analytical and research skills.
