Our client is hiring a Bilingual (French) Learning & Development Officer in downtown Toronto ON. The position will be responsible for overseeing the design, development and implementation of performance management and development programs with our client’s internal training system with the objective to increase overall knowledge, performance levels, and professional learning standards. This position is a 11 month contract role with an hourly pay rate of $30.00 to $35.00 per hour depending on the amount of experience one has. 

The Bilingual (French) Learning & Development Officer Job Responsibilities Include:
• Plans and manages the development of performance and development programs by external contractors to ensure program targets, reporting and legislative requirements are being met and provides recommendations on program effectiveness and required changes
• Facilitates the delivery and cross-functional integration of programs and initiatives in the field and at head office to ensure they meet the needs 
• Conducts needs analysis and recommends required enhancements to programs. Undertakes internal and external surveys, interviews, assessment regarding adherence to policies, programs and standards and takes corrective action where required
• Maintains relationships with professional sources/contacts within and outside the corporation to keep current on emerging trends and developments in performance management
• Manages/implements pilot programs to ensure developmental initiatives achieve objectives established. Updates on implementation progress, consults with appropriate functions, and ensures changes or resolution of issues as required
• Develops, schedules and prioritizes product materials and topics for performance management programs as required and/or as directed by the executives at both National and Divisional levels
• Assists, maintains and implements database management of all performance management programs i.e. measuring and monitoring to ensure standards and policies are followed, budgets input and analysis, survey input and analysis, reference library, ROI programs, target audience profiles, etc.

The Bilingual (French) Learning & Development Officer Job Requirements Include:
• Completed post-secondary, preferably in training, instructional techniques, instructional design or in a related field.
• 2 to 3 years of relevant functional experience
• One or more years’ experience in a supervisory capacity
• Proficient computer skills and competent with Microsoft Office programs
• Strong communication, analytical, and customer service skills
• Experience coordinating training projects including eLearning, instructor led and blended development, analysis, delivery, evaluation, leading training events and projects.
• Travel is required, candidate must be flexible
