Construction Health & Safety Manager

Adecco is partnering with a growing, respected, professional contracting company to hire a Health & Safety Manager.     This position is responsible for performing and initiating all activities in support of Health, Safety & Environmental initiatives, New Employee Orientation and Quality Management System training; ensuring effective and efficient compliance with local, provincial, and federal regulations and agencies, managing facility safety processes to protect employees, company, the environment and provide a safe and healthy workplace.

RESPONSIBILITIES AND DUTIES:

  • Ensure the Corporate Health & Safety Policy and Incident/Injury Prevention Program is continually updated and reviewed at a minimum of annually.
  • Audit the procedures and activities within Beacon to ensure that they meet company guidelines and legislative requirements.
  • Complete inspections to ensure compliance, conduct training to educate employees, and maintain documentation of those activities.
  • Compile data and reports for management and the appropriate authorities.
  • Ensure all pre-qualification sites are maintained to the highest standard, including but not limited to ISN, Cognibox, Contractor Compliance, ComplyWorks, Compass, eRailSafe, Metrolinx.
  • Ensure that the COR IHSA certification is continually in good standing.
  • Continually improve, evaluate, implement, and maintain health, safety and environmental policies and procedures to protect employees and comply with company, provincial, federal, and local regulations.
  • Plan, schedule, coordinate and conduct safety, orientation, and quality training. Identify, further develop, and deliver training programs in a manner that raises employee’s awareness and enables employees and supervisors to work safely.
  • Perform Hazard Assessments (including Traffic Control and/or Confined Space Risk Assessments as applicable), Develop Traffic Control Plans, Hazard Risk Mitigation Plans, Site Safety Plans, Emergency Response Plans as required and outlined in the Corporate Health & Safety Policy and Incident/Injury Prevention Program manual.
  • Provide leadership/guidance/resource to all Beacon employees as may be required with respect to Health & Safety. Act as a resource person for the JH&SC and ensure that the content and frequency of the Committee meetings and Workplace Inspections occur as scheduled/outlined in the Corporate Health & Safety Policy and Incident/Injury Prevention Program.
  • Maintain relevant Health, Safety and Environmental logs and documentation.
  • Coordinate on-site inspections to audit physical conditions and safe work practices. Complete Job Site Inspections at a minimum of 6 separate work locations per week during the dates of April 1st to Nov 30th and complete a minimum of 4 separate work locations per week during the dates of Dec 1st to March 30th.
  • Conduct regular unannounced walk through of work areas and talk to the personnel to identify their concerns. Communicate safety and health issues to the workers in a manner to help them understand why they are important and addressing them is for their benefit.
  • Develop and administer workplace safety and environmental initiatives and lead continuous improvement efforts in those areas, utilizing effective communication skills (verbal and written).
  • Ensures daily, weekly, monthly, and annual inspections and audits are completed as necessary to comply with local, provincial, and federal regulations.
  • Assist in the enforcement and compliance of regulatory requirements (OH&SA, Construction Regulation, WHMIS, etc.) including company Health and Safety policies and procedures.
  • Oversee WHMIS storage areas, monitoring and ensure regulatory agency     compliance, labeling, containments, proper disposal, and documentation.
  • Require all new materials and supply orders to include Safety Data Sheets (SDS) to evaluate new materials for facility use considering safety and regulatory factors. Identify precautions required, as well as suitable storage and handling requirements. Ensure required PPE is identified and provided.
  • Assist in emergency response and provide first aid guidance.
  • Conduct Incident Investigations in a through and timely manner. Ensure all documentation is in proper order and complete. Determine root cause of incident and formulate corrective and preventive actions/recommendations. Script reports and distribute as outlined in the Corporate Health & Safety Policy and Incident/Injury Prevention Program.
  • Establish recurrence prevention plans and follow through. Recognize input from employees that improve safety and health in the workplace.
  • Develop Job Hazard Analysis (JHA).
  • Perform technical writing, SOP creation and document control duties as required.
  • Keep updated of health, safety and environmental regulation changes that affect the organization.
  • QUALIFICATIONS:

  • Excellent interpersonal and communication skills
  • Problem Solving/Analysis.  Provide solutions to safety and health issues in a wide variety of areas.
  • Demonstrate successful leadership and guidance of health, safety management and interaction with all levels of management.
  • Comprehensive understanding of Quality Management System, Health, Safety & Environmental management practices, principles, and procedures.
  • Computer literate, Microsoft Office applications and Data Based ERP system.

    EDUCATION AND EXPERIENCE: 2-3 years or more years’ experience in a Health and Safety Coordinator position in a Construction environment required (preferably Utility Construction) College or University degree in Health, Safety & Environment discipline or equivalent preferred.  Canadian Registered Safety Professional (CRSP) certification. National Construction Safety Officer (NCSO) Designation. CPR/FA/AED Certified.

    SALARY:   6,000.00 to $70,000.00 range per year pending experience
