Adecco is currently recruiting for a Senior Manager –Facilities, Assets, IM, and IT. This is a 24-Month contract, with the possibility to extend up to 2 years, to work with our Client located in Port Hope, ON. The successful candidate must hold a valid Reliability Security Clearance or be eligible for one.

The Manager, Systems and Project Infrastructure leads the development, implementation, oversight and maintenance of the systems, tools and infrastructure that support the core project delivery. Specifically, this position is responsible for IT infrastructure and systems including security, asset management including fleet vehicles, office buildings, and equipment, Information Management including GIS, and maintenance of the Lands

The Manager will have the following responsibilities:

  • Manage the development and deployment of new applications, systems software, hardware, and/or enhancements to existing applications by ensuring that all functional requirements, system compliance and interface specifications are met.
  • Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings
  • Implement and oversee the establishment of systems to support the program as required including collecting user requirements, proposing solutions, rolling the systems out for use and assist with employee training.
  • Assess, advise and/or assist with security threats and vulnerabilities.
  • Manage the office assets, including lease agreements, furniture/ equipment/ consumables and oversee system and infrastructure projects.
  • Manage and oversee all program facilities including providing oversight of contractor management. Maintain security requirements at Program office locations, while providing support to project staff related to core Systems & Project Infrastructure knowledge areas. (i.e. data mining /reporting, project management, software application support) to ensure compliance with local Program requirements.
  • Manage and maintain all properties.
  • Provide management for all fleet vehicles.
  • Provide subject matter expertise to management of information security standards, IT Governance and best practices.
  • Ensure Program staff are in compliance with IM governance and the safe guarding, storage, handling and release of Program information as per guidelines.
  • Ensure continuous advancement of GIS as a key enterprise information system.
  • Ensure compliance with ISO 9001:2008 quality requirements.
  • Completion of tasks and initiatives as assigned by the Director to improve the performance for service delivery.
  • Duties may often demand extended hours and may require occasional travel.
  • The Manager must meet the following mandatory requirements:

  • Must possess the ability to obtain and maintain a Site Access Government of Canada security clearance.
  • A university degree in a relevant field
  • 10 years of experience in business management, facilities management, Information Technology/Management, strategic planning, scenario analysis and/or project control gained through leading multidisciplinary teams in a large projects.
  • A mature knowledge of the Client’s business policies, programs and procedures, Oracle business systems, and Microsoft Office software applications would be an asset.
  • An understanding of the regulatory, government and political environment in which the Program operates is an asset.
  • Will be required to deliver presentations and chair meetings. Skilled at producing reports for external audiences including the public.
  • Facilitate productive discussion and action where there are diverse, and at times, conflicting opinions; this may require a high degree of tact and diplomacy to resolve.
  • Must be able to make solid Program business case recommendations and decisions pertaining to Systems and Project Infrastructure services and offerings.
  • Full responsibility to manage a team of direct and indirect employees, contractors, and consultants on a broad scope of activities. This includes overseeing the recruitment, training, evaluation, and performance management of the Systems & Project Infrastructure department.
  • Manages annual operating budget and is responsible for various service contracts and leases.
  • Consults with IT, IM and Site security staff to ensure that security is factored into the evaluation, selection, installation and configuration of assets (office buildings, hardware, applications and software).
  • Contributes to business performance through their efforts to ensure the systems and infrastructure aspects of the Program are aligned and managed to meet legal, regulatory and sponsor/stakeholder requirements.
