Adecco is currently recruiting for a Policies Research Consultant for a 6-Month contract with our Crown Corporation Client in Ottawa, ON. The successful candidate must hold a valid Reliability Security Clearance or be eligible for it.

The Policies Research Consultant will have the following responsibilities:
•    Provide a report on the concept of implementing a Super-Hub Policing model;
•    Analyze and report on the present models, situation and challenges from a variety of perspectives;
•    Conducting interviews, surveys and workshops;
•    Collecting, analyzing and synthesizing information that provides insight into best practices and lessons learned that would effectively support managing change;
•    Performing analysis of business processes to recommend the best option to address any concerns, gaps, etc. including the potential risks and benefits;
•    Providing input for the development of new processes;
•    Carrying out analysis related to the development of business cases including the collection and analysis of cost data; 

The Policies Research Consultant must meet the following mandatory requirements:
•    University (PhD, Graduate, Undergraduate, degree) OR College or CEGEP Diploma/Certificate;
•    Relevant Professional Certification; 
•    Knowledge of Rural Policing Response and Strategies;
•    Knowledge of Police resource management and scheduling;
•    Knowledge of the impacts of shift work;
•    Knowledge of Rural Stakeholder consultation and engagement;
•    Knowledge of Canadian Demographics and Trends;
•    Experience in collecting and analyzing vital statistics (i.e.: average age of population, at what age are people leaving communities/returning);
•    Experience in population projection in rural communities;
•    Experience in economic growth and/or decline in small rural communities;
•    Has an in-depth understanding of the responsibilities of all participants in the legal process;
•    Understands the key issues and rationales behind specific legislation, policies and procedures;
•    Is able to identify the various Federal, Provincial and municipal laws and determine which laws supersede;
•    Is able to apply knowledge of specific relevant Acts, laws and statutes in routine situations;
•    Understanding or experience with the Provincial Policing Service Agreement (PPSA) through current or previous work.
