Adecco is currently recruiting for a Project Manager – Senior for a 1-Year contract with our Client in Gatineau, QC. The successful candidate must hold a valid Secret Security Clearance or be eligible for it.
The Project Manager – Senior will have the following responsibilities:
- Giving briefings on progress and concerns of project;
- Coordinating and preparing documentation in response to scheduled and unscheduled reports, returns and observations to update management on project progress;
- Planning and coordinating the activities of project personnel, internal customers, contractors and other support providers;
- Preparing formal work breakdown structure and compliance charts;
- Preparing draft evaluation plans, criteria and evaluation schedules;
- Developing, planning, analyzing, evaluating and prioritizing deliverables and requirements;
- Defining and documenting development team objectives;
- Determining and obtaining budgetary requirements, composition, roles, responsibilities and terms of reference for the team;
- Planning, directing and controlling the activities of a project team within scheduled time and cost parameters;
- Monitoring the design, implementation and operations startup of the project against established goals, objectives and milestones;
- Reporting progress of the project on an ongoing basis and at scheduled points in the life cycle;
- Meeting with stakeholders and other project managers and stating problems in a form capable of being solved;
- Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems;
- Working with a variety of project management tools;
- Formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
- Coordinating and directing project team(s) in order to meet project objectives for content, quality, costs, and schedules;
- Ensuring management staff is provided with timely and accurate project information and status updates
- Conducting post project reviews/lessons learned
- Contributing to the organization's strategic and business planning initiatives (e.g., identifying strategic goals and objectives and implementing initiatives to achieve them, Policy Development, Standards Development and Program Review)
- Assuming leadership at the appropriate phases of planning, action, and evaluation
- Recognizing and acting on opportunities to combine professional resources through partnering arrangements (e.g., multi-disciplinary practices)
- Contributing to development of organizational vision and mission
- Developing and maintaining project schedules, documentation and a Master Schedule of all projects and resources if more than one project
- Developing and maintaining risk registers and issues logs, including Master Registers and Master Logs if more than one project
- Tracking the progress of the project including cost and schedule controls
- Documenting issues and resolutions related to the project scheduler
- Communicating verbally and in writing with the Project Leader / Executive and if necessary, with stakeholders to input modifications to the project schedule
- Communicating with the Project Leader / Executive and if necessary, with stakeholders regarding project status and deliverables
- Informing management of Project status and direction
The Project Manager – Senior must meet the following mandatory requirements:
- Relevant Education to the Consultant Category University (PhD, Graduate, Undergraduate, degree) or College or CEGEP Diploma/Certificate – with proof of education
- Must be able to provide copies of valid Certification from an accredited recognized institutional body of the following:
    o Project Management Certification, specifically PMP 
    o University undergraduate degree in a field related to Business Administration
- A minimum of 8 years of experience within the last 10 years performing facilitation activities during requirements gathering in conjunction with the business clients, partners and project team members to ensure business process components are properly identified and documented
- Experience with 2 large projects in the last 5 years, involved in the development of workflows that are transactional, process flow and forms based, with multi step business processes. Large projects are defined as being valued at over $100M.
- Project experience with at least 2 large projects in the last 2 years, producing project artifacts which at a minimum include each of the following:
    o Business Case
    o Options Analysis;
    o Project Charter;
    o Business Requirement Documents;
    o Project Schedules and Records of Decision for working group and steering committee meetings
- A minimum of 5 years’ experience managing large projects ($100M) in a Government of Canada context
- A minimum of 5 years within the last 7 years’ experience, developing and delivering the following:
    o Project Approval Documents and/or Project Charters
    o Project Proposals
    o Project Management Plans including component plans (following PMI standards);
    o Work Breakdown Structures and Project Schedules (using MS Project) which included all activities and resources required during the planning, execution and close out phases of projects
- A minimum of 5 years’ experience within the last 7 years’ experience, managing multi-disciplinary teams including:
    o Application developer(s)
    o System analyst(s)
    o Subject matter expert(s)
    o Business analyst(s)
    o Quality control specialist(s)
    o Database administrator(s); and
    o Data modeller(s)
