Basic Purpose:

Provides a design service to Service and Design Reps, Specialists and Engineers in the processing of maintenance line work, Hydro driven and customer requested service and distribution line work.
Major Responsibilities and Duties (to fulfill major purpose):

1. Provides a design service to Service and Design Reps, Specialists, Engineers and external consultants by gathering service design project information required to facilitate the installation of residential, commercial and industrial services and associated distribution system work.

2. Coordinate discussions relating to design requirements for residential, commercial and industrial services, and associated distribution work between Service & Design Reps, customers, municipal offices, agencies, contractors, internal and external consultants and other related utilities.

3. Liaisons with residential, commercial and industrial customers, consultants and contractors on matters related to service requirements, related policies and procedures, costs and rates including preparing customer quotations of final costs and collecting funds prior to commencement of work.

4. Checks preliminary material lists, ensures proper material allocations, checks availability of materials, expedites and coordinates materials as required.

5. Updates the Pole Management System database based on Pole Activity Reports (PAR) and Field work orders (FWO). Reconciles and updates pole information in data in PAS and GFIS data bases by comparing various data bases and initiates and approves pole activities for billing. Performs a variety of duties related to the audit and completion of PAR and FWO including, flagging special billing situations for the Joint Pole Accounting Clerk, prepares reports regarding unreported field activities, and reviews and circulates DCDS/PAS interface errors to Statistical Clerk.

6. Updates design changes requested by others onto the DCS and DCDS systems. Process revisions to drawings as requested by municipalities, agencies and other utilities.

7. Provides customers, outside agencies and other utilities with BC Hydro underground plant information.

8. May be required to conduct field checks to gather and verify data required and directly enter information related to compatible units into the system for the design of a variety of extensions, additions and improvements to the overhead distribution system. Processes required permits for house moves; processes right-of-way easement documents and property referrals.

9. May be required to perform some of the functions of the T&D Service Rep and Line Department Rep jobs.

10. Performs duties of a minor nature related to the above duties which do not affect the rating of the job.
Skills, Knowledge and Abilities Required:
· Knowledge of BC Hydro’s O/H and U/G distribution systems.
· Knowledge of BC Hydro’s Civil Underground Drawing Standards, schematics and Underground Distribution Drawings (UDD’s).
· Knowledge of CSI’s, TDI’s, rates and tariffs.
· Ability to operate DCS and DCDS.
· Ability to coordinate and ensure timely allocation of materials.
· Working knowledge of the Joint Use Agreement and the MOTH Protocol Agreement.
· Knowledge of BC Hydro’s tendering and local work contract process.
· Working knowledge of BC Hydro’s billing system and application process.
· Working knowledge of GWO’s, ESO’s, FSO’s, FWO's and PAR's.
· Basic knowledge of and ability to read legal and utility plans.
· Demonstrated ability to operate a PC, mainframe and related software programs.
· Working knowledge of CICS, TSO, WMS, PAS, GFIS, Code of Accounts and Accounts Payable.
· Working knowledge of Salary Time System (STS).
· Demonstrated ability to deal effectively with internal and external customers.
· Well developed oral and interpersonal communication skills.
· Well developed organizational skills.
· Ability to drive a vehicle.

Working Conditions:

Majority of work is performed within normal office environment. Occasional exposure to a variety of weather conditions when driving for field checks with requirement to walk over rough terrain while staking. Occasional requirement to lift stationery and distribution drawings. Some exposure to irate customers.

Experience, Training and Education (demonstrating requirements):

High School graduation with Math 12, English 12 and Physics 11 and some exposure to computer applications. Completion of Level 1 of the Service & Design Self Development Program, Electrical Fundamentals plus completion of the following in-house BC Hydro courses or equivalent: CICS, TSO, WMS, PAS, Accounts Payable, Code of Accounts, DCS, DCDS, STS and CDS application program courses (Word, Excel, Access, etc.) and e-mail. Must possess a valid B.C. Driver's license.
