Training Content Analyst

Basic Purpose:

Provides administrative and coordination support to the Emergency Management group in the areas of emergency planning, disaster preparedness and response.

Major Responsibilities and Duties (to fulfill major purpose):

1. Supports the maintenance BC Hydro’s emergency plans by: making revisions requested by business plan owners; maintaining a list of review dates for emergency plans; sending emergency plans to business plan owners to review and tracking updates made; uploading emergency plans and inundation maps to SharePoint or Controlled Document FileNet Search (CDFS); arranging for printing of emergency plans, guidelines and inundation maps; processing invoices for printing and consulting costs for emergency plans, guidelines and inundation maps; and maintaining hard copies of emergency plans and inundation maps. Distributes emergency plans to external agencies.

2. Maintains BC Hydro’s Emergency Centres in a state of readiness by regularly checking inventory levels of office supplies and replenishing inventory or following up with the responsible departments to replenish inventory, reviewing room capacity for key personnel, checking technology and communication system functionality (e.g., telephones, conference call numbers, computer hardware and software) and following up with IT to resolve functional issues, maintaining a list of emergency response roles and responsibilities for emergency plans and providing training and guidance to employees in the administrative emergency response role on processes and procedures. Provides administrative support to the Emergency Centres during an emergency response. Schedules and runs practice drills to activate emergency centres with key personnel.

3. Supports emergency preparedness events (e.g., Emergency Preparedness Week and the Great British Columbia ShakeOut) by developing, writing and publishing content for the intranet and responding to questions about the events from employees.

4. Provides administrative support for emergency response training and tabletop exercises by scheduling training sessions, printing out training materials, maintaining training records for attendees and sending training completions to Training & Development team to enter in QLMS.

5. Provides administrative support in the implementation and maintenance of emergency management communication tools (e.g., mobile application and mass notification tool) by performing duties such as: maintaining list of emergency plans, guidelines and associated documents accessible by mobile applications; and tracking mass notification usage.

6. Responds to routine emergency management enquiries from employees on how to update emergency plans and the location of emergency plans. Provides BC Hydro’s emergency contact information to external agencies.

7. Performs minor duties related to the above duties that do not affect the rating of the job.

Skills, Knowledge and Abilities Required:

• Knowledge of provincial and BC Hydro emergency management policies and standards
• Knowledge of invoice payment process
• Well-developed written communications skills
• Well-developed communication and interpersonal skills
• Strong organizational skills
• Strong computer skills in Microsoft applications (such as Word, Excel, PowerPoint and Visio)
• Knowledge of SharePoint and Controlled Document FileNet Search (CDFS)
• Knowledge of training software applications (such as QLMS)
• Knowledge of SAP and PassPort
• Ability to utilize IT/telecommunications/radio equipment
• Knowledge of web authoring to create and maintain webpages on intranet
• Ability to learn and apply specialized software (such as mass notification tool)
• Knowledge of social media platforms and mobile device technologies
• Ability to keyboard with speed and accuracy

Working Conditions:

Typically works in an office environment with occasional travel to BC Hydro emergency centres.

Experience, Training and Education (demonstrating requirements):

Certificate or diploma in Business Administration or an equivalent combination of education and experience; plus three (3) years of demonstrated work experience in an administrative role.

Requires in-house training on BC Hydro's emergency management courses; or must enroll in BC Hydro’s in-house training within six (6) months of starting in the job.
